Centrally located in Victoria County, Victoria is the county seat and the largest city in the central costal region. Due to this the town became the commercial focus of the surrounding counties. The town was named Guadalupe Victoria for the first president of the republic of Mexico and established in 1824 by Martín De León. The town was primarily a Mexican settlement until 1836. The area was resettled by Anglos who renamed the town Victoria. Ranching was the area's first major enterprise and the one that ensured Victoria's early success. After 1990, income came from oil, manufacturing, agribusinesses, petrochemicals, tourism, and recreation.
