Located in east central Navarro County, Powell is an incorporated rural community that was founded in 1881. Bud Powell, of which the town was named for, was the owner of several hundred acres of the area. After the railway was built, the local ranches were divided and sold. The discovery of the Powell oilfield by Henry W. Warren caused the town to boom. The Town of Powell is served by the Kerens Independent School District. The median income for a household in the town was $27,083, and the median income for a family was $34,583. The per capita income for the town was $16,611.
