Votaw started as a sawmill as lumbering interests expanded deep into Hardin County. Its name was in honor of Clark M. Votaw, an officer of the Kirby Lumber Company. He was also the vice president of the Santa Fe Townsite Company which platted the town. The community was initially built around one new sawmill. In late 1947 a logging camp and planning mill operated nearby, and the town shipped pulpwood, logs, staves, poles, and railroad ties. Since then, Votaw had become an agriculture center. Oil was discovered in 1958 which boosted the local economy. In 1990 the total population was 160 which remained the same in 2000.
